Afghan Baby Girl Pakistan Dress & Pants Mirrors Bright Multicolored Unworn Small.  It has the initials II or JJ on the inside of the neck area.   The head opening is quite small so this costume may be best enjoyed on a doll.
The pants should have a drawstring but they do not.   I do not believe that this outfit has ever been worn.
From the top of the back to the hem it measures 24", shoulder to shoulder is 7 3/4", waist is 26" sleeves are 11 3/4" from shoulder seam to the cuff.
